Mehring & Associates, LLC Investigative Services

Background

Mehring & Associates, LLC provides investigative services to law firms, financial institutions, private equity firms, insurance companies, non-profit organizations, corporations, small businesses, private clients and agencies of the federal government. Mehring & Associates, LLC is operated by Chris Mehring, a retired federal agent with over 25 years of criminal, civil, and national security investigative experience. Mr. Mehring’s area of focus is conducting specialized background investigations, suitability, confidential and due diligence inquiries, as well as pre and post judgment asset searches. Mr. Mehring also provides civil litigation support and criminal defense support services.


Mr. Mehring was formerly a Resident Agent in Charge with the U.S. Department of Defense (DoD), Office of Inspector General, Defense Criminal Investigative Service (DCIS), however, spent a large majority of his career conducting investigations as a DCIS Special Agent. During that time, Mr. Mehring conducted a plethora of detailed criminal and civil investigations affecting the programs and operations of the DoD.


Categories of investigations that Mr. Mehring has deep knowledge and expertise include procurement and contract fraud, product substitution, illegal technology export, health care and TRICARE fraud, criminal conspiracy, intellectual property and other major theft, computer crimes including computer hacking and child exploitation, antitrust violations, False Claims Act violations, and international banking and money laundering. These highly complex and lengthy investigations have a nexus to the DoD and focus on criminal, civil, and administrative culpability by both individuals and businesses. These types of investigations often encompass multi-entity conspiracies that span the globe and are in effect for years.


As examples, Mr. Mehring spearheaded the investigation of a state sponsored campaign to steal exported controlled sensitive R&D from hundreds of government agencies including the U.S. military and NASA, U.S. allies, as well as defense contractors pertaining to a wide range of critical technologies. This investigation led to the identification of nearly two-hundred victim entities worldwide over the duration of years that were victims of data theft, as well as led to the identification of over a dozen zero-day exploits that were used for reverse engineering to bolster the cyber network defense of the DoD and its contractors. In addition to the criminal charges filed, this case was instrumental in the creation and substantial enhancement of two separate cyber task forces designed to combat the threat and to facilitate information sharing between the DoD and the defense industry.


An additional example that illustrates the complex investigations that Mr. Mehring conducted involved several large companies in the aerospace industry that knowingly procured counterfeit microprocessors overseas and distributed them into the U.S. military and commercial supply chains, ultimately adversely impacting, among other things, two different military and various commercial helicopter platforms. While the many deaths and the destruction of various helicopter aircraft were suspected to have been the direct result of the counterfeit microcircuits embedded in the engine avionics, the investigative outcomes included individual and corporate criminal and civil liabilities, as well as suspensions and debarments from federal contracting.


Another example of Mr. Mehring’s expertise in investigating complex white collar crime reflects his intense focus on defending the DoD and its contractors from bad actors. This investigation involved the theft of proprietary research and development data belonging to a DoD contractor but paid for by the U.S. Navy pertaining to unmanned underwater vehicles. The illegal theft of prototype designs that have value to domestic and foreign competitors and nation states has the ability to impact future DoD programmatic direction and contract awards in addition to infringing on a company’s protected trade secrets.
